The department was put in the national spotlight after six officers were charged in the death of Gray, who was fatally injured in police custody in April.
Baltimore police have admitted that Gray was not secured in the van by a seatbelt, against department policy, and that he requested medical attention while being transported in the van but was denied.
An autopsy report leaked to the Baltimore Sun said that Gray died of a high-impact injury as a result of not being secured properly during transport that took 40 minutes and made a previously undisclosed fourth stop while en route to the police station, police revealed on Thursday. Previously, police had said the van made three stops, including one to put him in leg irons and another to pick up different prisoner. So, clearly, the cops were not operating by procedure, policy, and professional conduct, then lied about it to cover up their gross misconduct.
The sign's authenticity has been confirmed by the city's police, which told ABC News in a statement that the department has launched an internal investigation.
"The nature and the posting of wording in one of our transport vehicles is both concerning and unacceptable," Baltimore Police Department Ret. Rashawn Strong said. "We have recently become aware of the wording and have begun an internal investigation to determine all the circumstances surrounding its placement

Caesar Goodson, driver of the van, faces a charge of second-degree murder. Four of the officers are charged with involuntary manslaughter.
The van carrying Gray had a surveillance camera, according to Rawlings-Blake. The camera was not working at the time of Gray’s injury.

On the third stop, Goodson merely eyeballed the back of the van from the outside, taking no further action. A few minutes later, he made the fourth stop, during which he again checked Gray. This time, he called for assistance. It arrived in the form of Officer Porter. Though he is charged with homicide, this marks Porter’s first appearance in the case: He had no involvement in the arrest, and did not participate in the positioning of Gray prior to Gray’s injury. The prisoner was apparently lying on the floor, complaining about difficulty breathing and moving. He asked for a doctor, but Porter instead helped him up and seated him on the rear compartment’s bench, enabling Goodson to continue the ride.

On Monday, Lake County Sheriff's Deputy Zach Ropos stopped by the young girl's lemonade stand while on patrol in Painesville, Ohio, about 30 miles northeast of Cleveland.
"I see a little girl come running up to my police car," Ropos, 22, told ABC News today. "She hands me a glass, I hand her a few bucks. I asked her what she wanted to do with the money ... she said she'd get an iPad, to help with school and play games."
Ropos said he told the girl's mother he had an old iPad at home he could bring them the next day.
"I went home that night, fired up the iPad, but nothing really worked on it," Ropos explained.
The next day, Ropos found a store that agreed to contribute to the cost of a tablet with him. Later Tuesday, Ropos met up with Gabrielle and her mother, "I asked her how much she saved up, and she said she only had a few dollars."
Gabrielle explained to Ropos that her mother's car ran out of gas, so the child gave up her hard-earned money to fill the tank.
"When she told me she gave the money to her mom ... that's when I almost started crying because of how great of a kid she really was," Ropos said.
"Seeing her face is how I remember Christmas when I was 5 years old. She couldn't stop smiling," Ropos said. "Her smile was worth a million dollars."
Lake County Sheriff Dan Dunlap, told ABC News that he always tells graduating classes, "If you pass a kid's lemonade stand, buy a lemonade. You don't have to drink it. If you see an old person's garden, acknowledge it. There's plenty of chances in police work to be kind. [Ropos] took it the extra step."

“Freedom of speech cannot be infringed upon,” said Daniel Gehlke, who made the handmade sign that reads, “Cops Ahead! Stop at sign and light!” on a plastic container lid.
“It’s not freedom of speech when it’s against the law,” the officer responds.
“I’m Officer Elliott. I’m a Seattle police officer and I’m letting you know now that’s against the law,” said an officer during the dealings that were captured on cell phone video that was uploaded to Gehlke’s personal Facebook profile and YouTube page.
When Gehlke asked about the specific law that he was breaking, the officer said he was defying city municipal code 11.50.560 which refers to, “forbidden signs and devices.”
The municipal code prohibits “any structure sign, light or device that…bears any such words as ‘danger’,’ stop’, ‘slow’, ‘turn’, ‘impound’, or similar words, figures or directions…”
Gehlke told KOMO News he is going to fight the $138 ticket and he believes the content of his sign, not the language he used, made him a target for the police.
It takes the cop 5 and a 1/2 minutes to write the ticket. He, or his fellow officers, felt it needed 3 more cops to make sure this was a safe thing to do
Cops, always pissy about the stupid shit, unless they are caught beating someone up. They always find excuses why their behavior is beyond reproach, and justified, but think some asshole spokesman can explain away why "might be distracted" is not a load of bullshit. Get a job slappy.

he sang "twinkle twinkle little star" to the kid whose dad had just died in the SUV rollover
The father was killed in the single-vehicle wreck on Interstate 76 in Brighton. It happened around 9:30 a.m. just North of Denver.
Police say the two adults and four kids in the SUV were not properly restrained. All of them were ejected in the crash when a tire blew out, the father was pronounced dead at the scene.
The mother and a child were airlifted to the hospital. The three remaining children were taken by ambulance.
"They took an extreme sharp right turn and just immediately started to roll," Matrious said.
The father died at the scene from his injuries. The woman and a child were both airlifted to hospitals in the area and the three other children were taken in ambulances.
When Struck was handed the little girl he told KUSA he began singing “Twinkle, Twinkle Little Star,” just like he would with his own 2-year-old daughter.
“When you hear that there’s children involved, I’ll tell you what, everyone that responds to that scene, you get that pit in your stomach,” Struck told KUSA. “The first thing we do when we get on scene is we just try to, if we can comfort anybody, of course we’re going to go to the kids.”

Last year, Krispy Kreme tried its best to host a legit car meet at Irwindale Speedway and dubbed it “The Octane Festival.” The turnout wasn’t as expected due to the fact that people still showed up to the weekly gathering in Burbank the Tuesday before.
Ironically, Irwindale Speedway (as well as other smaller drag strips) are all closing down in favor of outlet malls. Google's real-time traffic app Waze is being criticized by some law enforcement officials who say its police-spotting feature could endanger officers. Los Angeles Police Chief Charlie Beck is among the critics.
Beck said Tuesday the app could be used by criminals to target police or to evade officers.
"It is not always in the public’s best interest to know where police are operating," Beck said. (Moron, we already do, at every police station, in every clearly identifiable police vehicle)
"There is a criminal element," he said, "who are able to ply their trade and craft more effectively by knowing where police are.” (and how much does Beck get as an annual bonus based on ticket revenue, and making ticket quotas, a definite motivation to keep people from avoiding police speed traps?)

Compare that to the police using Stingray to spy on and track, without warrants, the locations of anyone with a cellphone.
A secretive cellphone spy device known as StingRay, intended to fight terrorism, was used in far more routine LAPD criminal investigations 21 times in a four-month period during 2012, apparently without the courts' knowledge that the technology probes the lives of non-suspects who happen to be in the same neighborhood as suspected terrorists.
As L.A. Weekly first reported in September, LAPD purchased StingRay technology sometime around 2006 with federal Department of Homeland Security funds.
The portable StingRay device impersonates a cellphone tower, electronically fooling all nearby mobile phones — not just the suspect's phone — to send their signals into an LAPD computer. That signal reveals to police the location of phones in real time.
But the technology sucks up the data of every cellphone in the area, and these innocent phone owners never know police are grabbing their information.

Officer Michael Brelo stood on top of a car and fired fifteen shots down at his victims (of the 49 shots he fired in total). He was acquitted. Investigators eventually concluded that neither Russell nor Williams had a gun.
An exhaustive search was conducted along the route of the pursuit, including the use of a dive team to look in bodies of water, but no gun was ever found.
The incident helped spur a US Justice Department probe that concluded Cleveland police officers have shown a pattern and practice of using excessive force.
The city and federal authorities are negotiating a consent decree to reform the police department that will cost the city millions of dollars to implement and enforce.
Cleveland has already paid $3million to the families of Russell and Williams to settle a lawsuit.
